Coconino County Comprehensive Plan Draft Available for Public Review

As the City and County have been working together on the Flagstaff Regional Land Use Plan 2045, the County has also been engaged in a parallel process of updating the Coconino County Comprehensive Plan.

The Comprehensive Plan is the County's long-range policy document. It provides a twenty-year vision and guide for future physical, economic, and social development for the entire county, and contains maps, goals, policies, and implementation actions that guide decisions about the County's future, in particular with regard to land use decisions.

How are the Regional Plan and Comprehensive Plan related?

· The Comprehensive Plan applies to all unincorporated areas of Coconino County.

· The Regional Plan only applies to the City of Flagstaff and the nearby County communities of Bellemont, Doney Park, Timberline, Fernwood, Fort Valley, Kachina Village, and Mountainaire. 

· The County adopts the Regional Plan as an amendment to the Comprehensive Plan.

How can I review and comment on the Plan? 

A draft of the Coconino County Comprehensive Plan is available for review from May 19 to July 18, 2025. NAAR invites members to view and comment on the plan by visiting coconinocounty.konveio.com/envision2045 or attending an upcoming Open House or Webinar scheduled below:

FCCs are valid for six years from the date of issuance. When renewing your license, you must upload a copy of your FFC.

Guidance for Real Estate Teams:

Definitions “Team” is not a defined term under Arizona law. For purposes of this Substantive Policy Statement, a Team refers to an established business relationship of more than one Arizona real estate licensee, all of whom must be licensed with the same Arizona licensed real estate brokerage. Broker Policy and Procedure Manual Employing Brokers are strongly encouraged to address Teams in their Broker Policy and Procedure Manual.

All advertising must clearly and prominently display the legal name of the Employing Broker, or the “doing- business as” (or “DBA”) name as licensed with the Department, A.A.C. R4-28-502(E). It should be clear that the Team is not an independent entity, but is working under the supervision of the Employing Broker.

NAMLS Rules and Regulation Reminder on Agent Branding:

When a NAAR member uploads things like photos, videos, floor plans, or 3D renderings to the MLS (Multiple Listing Service), they are promising that:

  1. They either own the rights to those items (like they took the photos themselves), or they got permission from whoever owns them.

  2. They have the legal right to let the MLS use those items, and they are giving the MLS and other members permission to show and share them according to MLS rules.

Additional Rules:

  • If another agent wants to use the same photos or videos, they must get written permission from the original agent or the person who owns them.

  • You cannot add any branding (like logos, agent names, or contact info) to the photos, videos, or tours.

  • YouTube Channels or similar sites are not allowed for video or virtual tour links in MLS listings, if the channel can be tracked back to the agents (i.e. YouAgentName YouTube). Also, agents are prohibited from showing up in any videos uploaded to the MLS.

  • Exception: If a third-party company (like a professional virtual tour service) creates the video and includes only their branding, that's okay.
