CHAP Explained: What REALTORS® Need to Know

Northern Arizona Association of REALTORS® President Michelle Linton sat down with Housing Solutions of Northern Arizona CEO Devonna McLaughlin to talk all the details about the newest version of the Community Homebuyer Assistance Program (CHAP), launched August 2025, funded by a $7 million housing bond. This program offers up to $50,000 in down payment and closing cost assistance for first-time Flagstaff buyers through a no-payment, repayable loan.

Program Highlights:

  • Up to $50,000 in CHAP loan funds

  • 10:1 match - $5,000 from the buyer can unlock up to $50,000 in assistance

  • Must purchase within Flagstaff city limits • Household income ≤ 150% of AMI

  • Loan must be repaid if home is sold, rented, or refinanced for cash-out

Eligibility:

  • Live or work in Flagstaff for at least 1 year

  • First-time homebuyer (no ownership in the last 3 years)

  • Must occupy the home as a primary residence

Agent Safety Alert Program (ASAP) We've partnered with the Arizona Association of REALTORS® (AAR) to implement the Agent Safety Alert Program (ASAP). This program alerts REALTORS® of critical safety issues through text alerts. You can submit reports of incidents you see or know about, and a response team will evaluate the report and may take action. Incident reports can be submitted to AAR via phone or through their website at aaronline.com/manage-risk/realtor-safety/asap-safety-report/. Please remember that any safety issue should also be immediately reported to local law enforcement.

FOREWARN®: Your Proactive Safety Tool If you have not already done so, please create your free Forewarn® account now. 2025 REALTOR® Caucus Recap

The 2025 Arizona REALTOR® Caucus was held on August 21, 2025. This annual event brings together REALTORS® from across the state to exchange ideas, identify key policy concerns, and help shape the legislative priorities for the upcoming session.

This year’s guest speaker was Danny Seiden, President & CEO of the Arizona Chamber of Commerce & Industry. The event concluded with a panel discussion moderated by Tim Beaubien, Director of Government Affairs for the Arizona Association of REALTORS®. The panel featured Congressman Juan Ciscomani (AZ-06), Congressman Greg Stanton (AZ-04), and Congressman David Schweikert (AZ-01).

Two NAAR members were recognized for their commitment to the real estate industry and RAPAC. Lisa Paffrath received the Best Auction Item - Member Award for her generous RAPAC donation of a luxury vacation to Hawaii, and Jessica Garard was honored with the RAPAC Rising Star Award.

MLS Rules and Regulations Reminder

8.6 Mandatory Submission. Broker Participants shall input exclusive right to sell or exclusive agency listings on one-to-four-unit residential properties and vacant lots located within the service area of the MLS by the end of the third calendar day after all required signatures of the seller(s) and brokers have been obtained. Submission is only required for listings within the MLS service. Listings for properties located outside the MLS service area (see section 8.8) are not required but may be input at the broker Participant’s discretion. Commercial/Industrial, 5+ Units, Business Opportunities, or Rental categories are not required to be included in the MLS Database but may be input at the broker Participant’s discretion.

For violation of this section, see Appendix A, Citable Infractions, 2.1, Listing Not Loaded Within the Required Timeframe of Start Date of Listing.
